Why are my shipping rates not showing up as options in checkout?

I'm trying to have 3 flat rates in shipping which I've set up like regions in the shipping zones.  Now I want to link my square online library of items to one of these 3 rates.  Won't let me do it.

Are you still having trouble? I tested checking out on your site and saw shipping rates being used. I'm guessing from your rates that it was one of two things:

1. Your items didn't have weights entered

2. They didn't have "shipping" checked as a fulfillment option.

I did a work around for now and not quite the way I want it.  I added a shipping weight on each item and linked it to my own shipping rate table - essentially a small, medium and large box rate flat shipping amount.  I also have the "fall back" rate that is used when multiple items are being ordered of the same type.  Think that will be ok for now.  I will come back to the community if this does not suffice long term.  Thanks!
