Requiring address on the Home page of my site

I am a home/cottage baker.  My fulfillment has been pickup only.  The Home page requests an address up front as they need to be within a 10 mile radius of me. Now I would like add shipping within California as an option.  How do I set it up so they opt for Shipping OR Pickup on that Home page?

If you set up delivery/shipping as a fulfilment option this should automatically change this.
