ID Scanner program?

Is there a way to implement a program or app that makes it so you have to scan someone's ID before it lets you scan any item , so that there's no chance of selling any tobacco products to a minor ?

I went to check for a way of accomplishing this with Point of Sale, and we do not have a built-in option at this time. To be sure I'm on the same page—are you looking to set up a permission that requires an employee to verify that an ID has been checked before proceeding with the sale?
