I use an ipad, no iphone. How do I set my reader for when wifi is not available

If you don't have internet access, you can still accept payments in Offline Mode. You'll need to turn on Offline Mode in the Settings section of the app. https://squareup.com/help/us/en/article/5095-process-payments-with-offline-mode
Keep in mind that if a payment doesn't go through when the iPad has internet access (a declined card for whatever reason), you are responsible and Square can't help you in getting the payment another way.

Can't seem to enter offline mode unless I login in to the square app which requires an internet connection.
Can you tell me how to login to the square app without internet?
Or how to go offline without logging in?

Hey @WonderCity! Welcome to the Seller Community.
The app would require some form of data of wifi in order to sign in. Offline mode is available if you're already signed in as a back-up but you have to be signed in already with it enabled.

I discovered that we did have offline mode enabled when the internet went down but were still unable to run transactions.
It happened first thing in the am so I don’t know if we actually have to have had a recent connection for offline mode to kick in. Can you confirm?

@WonderCity You're probably right on that. Most likely because it happened right from the start, there was no internet connection to begin with in order for it to kick over correctly.
