Footer code is good for if you want to use third party site traffic tracking like Google Analytics or Stat Counter. Header code is good for getting verified by third party sites like Pinterest, Facebook, and Google Search Console.

You can read up on getting verified by Google using that header code area in our SEO guide:

You shouldn't need to put anything there if you don't want to. What are you looking to do with the site?
