Why, because other countries are not bound by United States law. If a representative steals PII in another country there is no recourse, the representative gets away with PII theft.</SPAN></P><P>&nbsp;</P><P><SPAN>Representatives in other countries are known to exfiltrate PII data, writing it down, memorizing or taking pictures with phones.
