What "team" is in charge of CBD program?

Nearly having to close business because the "team" is holding all funds for sales from my business. They just keep passing the buck and ignoring my questions and I'd like to know who is in charge of this program and exactly how do I get in touch with them? They saeem to not want to give out their email address let alone a phone #. However they are causing/will cause my small business to close. Anybody know?
