Back to Cart button does not work on Checkout page

I have the shopping cart icon on homepage and it takes you to Checkout page upon click and if the cart is empty it does not let you click on "Back to Cart" button on top left and also browser back button does not work there either and visitors need to retype the website address to be able to go back to homepage. I couldn't find any option to edit Checkout page. Please help as this is very frustrating!

This happens to our site as well. Looking at the dev tools in Chrome, this may be a bug.
