Website saying not accepting payments

I have set up an online store and published it, when I try to test the site to see if I can purchase something it say this webstore is not accepting payments ! I have cleared the cache and tried to unpublished and republish but still says it. Very Frustrating !!!!!!!! Can anyone offer any suggestions.
