E gift card troubleshoot

When setting up egift cards, I purchased one for myself for $5. I purchased an item from my site that cost exactly $5. The item rang up to $5.32 with tax. Only $4.82 was applied from my gift card, and I had to use a separate payment method for the remaining balance of $.50. Then my gift card was left with $.18. My question is, why was the full amount of the gift card not applied?
