Sandbox products does not match production

I set up an account and a developer account. The latter to use a sandbox.

Production account has the following options under "Payments" in the "All products" sections of the menu:

In the Sandbox, it's:

Why doesn't the Sandbox have all of the options, specifically Online Checkout? Somewhere to turn it on?

Bonus Question: Is there still no way to delete an app on the developer dashboard?
