It is not required by the government to send these forms to people who don't meet the requirements that trigger the form being necessary.

All the information that is on the 1099-k is available to you if you run a report on the year's activities and you can use that to file your taxes.

I can only access 2018 1099-K but I need 2019. It should be there but it is not. How do I get a copy of it?

If a previous years 1099-K is not showing up on your Online Dashboard, this would mean that you did not qualify to receive one for that year of sales.

That's the problem. I do qualify but don't have access to it.
