Why does the modifiers quantity not increase when the number of items increase?

In POS the modifier does not increase with the QTY of same item.

Example: Bake Potato Qty 1, 1 extra butter (modifier)@ .50

customer er chooses to order a second one just like the first.

You modify to 2 from 1.

The qty of item increase but the modifiers remains 1 at .50. Why does the modifier not increase with order???
