Disable ability to remove item from an open checkout?

I'd like to remove the ability for my staff to remove items from an in-progress transaction (or at least have it logged that they removed items). I haven't been able to find a way in permission that tracks what they removed from the open checkout - is this possible?

This would be considered a feature request at the moment, which you can submit here. Please include a bit more information about how you'd ideally like to use this feature in your day-to-day, as well as any other information about your business that can shed some more light on how this will benefit you, and other sellers.
