How do you change refund policy, specifially the time frame?

Are you talking the wording of your refund policy? That can be found on your web dashboard at Account & Settings -> Business -> Receipts. Scroll to the bottom to edit your policy.

If you're talking about the date a refund was applied, that can't be changed from the date you performed the refund.
