Is it possible to turn off the online scheduling option so patients are unable to schedule or cancel their own appointments/

Yes

That is possible

You need to go into your account settings to change that option.

@Shearpower247 is right on target! To expand a bit - the option to disable your clients' ability to cancel their appointment is found on this page beneath the Online Scheduling section.
