Apple Pay on web site not charging shipping

When someone selects Apple Pay or Buy with Google Pay, end user gets free shipping. If purchasing via credit card, shipping cost is added. I have set up flat shipping. Why isn't ApplePay and GooglePay picking up that flat shipping?

Hmm, that shouldn't be happening. I talked to a member of our Ecomm Team and they would like you to call in so they take a closer look.

actually, it could have just taken awhile for Apple pay to pickup (was spinning with processing.. for a few seconds)
