How do I stop the pop up box requesting customer address before customers view the page.

This Box that blocks customers from reviewing the menu and forcing them to enter their address first. I get it want to qualify they can get delivery but would be nice if this pop up was on top it is also wrong if you do not allow delivery at the time you open either hours or days as it state the time you start delivering not the time they can get delivery with a new order.
