When pulling reports for my taxes, I have only 1 tax and all my items are "taxable" they are all services, my Gross Sales is different than my taxable items??

Example:

Sales Summary says I have gross sales of 48840.28

Taxes report states taxable items sales at 41373.49

I only have 1 tax set up that is 7% every sale is taxable as they are all services, but they only collected taxes on 41373?
