Discount Toggle Buttons

This is a two part question, which maybe should be separated...

1) How do I get the toggle discounts at the bottom of each item? Currently I can see two of my discounts, but my newer discounts don't show up.

2) How come my Samsung phone shows the toggles that are currently visible but my boss's iPhone doesn't show them at all? Our iPad tablet in our main space shows them as well. How do we get them to show across all of our devices?

2. Yes, we have multiple locations. But both devices were signed into the same location at the time.

I applied the discounts accordingly to the items that I wanted to see them applied to. The toggles are still not showing - EXCEPT there is one toggle that IS showing on all of the items and it is the one discount that is actually only for one item (which is how I have it assigned) and it is now showing on EVERYTHING.

1. Yes, there is. Take a look here:

Under Current Sale in the Checkout screen, tap the item you’d like to discount.
Toggle on the pre-created discount you’d like to apply.
Tap Save.

Note: Manual dollar discounts cannot be applied at the item level. For commonly used dollar discounts, consider creating an automatic dollar discount or separate price points.

2. Are the discounts created to be applied to all locations?
