Shipping Option defaults to first in list

I have a number of options for shipping. If a customer skips through this screen the program picks the first option in the list by default. It there a way for me to force the customer to make a choice?

HI, can you please share a screenshot to your shipping fee settings? The system will default when no selection is made or when the settings are not set correctly.
