Setting up Shipping rates by weight and zone

We have an account with UPS for rates based on package weight and destination zone. Unfortunately the zones are by zip code, not state, and many states fall into two or three zones. I'm curious how others are configuring their shipping rates with similar circumstances to ensure the proper rates are charged. We do not ship much at this time, so paying an additional ~$50 a month for Square's real time calculator does not make any sense for us.

We have a few other shipping integrations listed in the App marketplace you could consider. Hopefully, some other sellers can chime in with suggestions here too.
