Sales Tax Not Showing Up

I know this question has been asked before, but I've followed every step I can find online, and no matter what it will not display/add the sales tax to my item when someone goes to purchase. (It is a book being purchased online.) I do put the address in and even CC info and it never appears.

In Settings -> Payments -> Sales Taxes the appropriate tax is Enabled. For Tax Application I've tried doing All Current and Future Taxable Items or Select Items and picking the correct one, and either way it doesn't show up on the payment page.

When I go to Payment Links -> Settings -> General there is no Sales Tax section like I saw an earlier forum post response showed. I see Payments, Email Notifications, Location Settings, Tipping, Service Charges, Coupons, Customer Information, Merchant Policies, Fulfillment, but nothing about Tax.

Not sure if that moved somewhere else? The only thing I can think of is the tax somehow isn't set up for Online sales still, but nothing I can find leads me to any additional setting. I do have the Shipment settings all set up (am using media mail).

What else can I check to finally get this set up? Right now I've been on hold for weeks until I can promote my book for sale online. Greatly appreciate any help. Thanks.
