Conditional tax rule (exemption) for totals over a certain amount

Hi, I am wondering if we can get a conditional tax rule (exemption) to the totals at the POS that doesn't apply the tax if the total is more than a certain amount. Right now we do have an exemption that doesn't apply a tax if the amount is UNDER what we set.

In Ontario, Canada, food item totals that are under $4 have a 5% tax applied to them, while totals that are more than $4 have a 13% tax applied. I would like the ability to exempt the %5 tax for amounts over $4.
