Why do I have to setup a payment method for Loyalty on a Developer Account?

I am using the Developer (sandbox) Dashboard, I want to test the Loyalty API.

When I go to get Loyalty (the API requires a program id - https://developer.squareup.com/explorer/square/loyalty-api/create-loyalty-account), it asks me to enter payment details and start a trial, but that account will never be used for live customers, as it is sandbox, so why would I need to pay for it?

When I try, I just get:
