"Reader unavailable - secure session denial" error while trying to use tap to pay

I've got a google pixel 4 running android 13, which is listed as compatible with tap to pay. I have tap to pay enabled, as well as NFC. The app has all the required permissions.
I've enabled and disabled these and rebooted but I still get the same error.

When I first open the app, it says

"reader failed to connect"

there is an orange banner at the top of the screen that says

"reader unavailable: secure session denial"

If I try to checkout it says
"connect hardware or enable tap to pay to take card payments"

I do not have a reader or any sort of additional hardware, nor do I want any. I just want to be able to take payments via my phone.

Any suggestions?

I figured it out. I needed to disable "developer options" and then restart my phone
