How do I get data from a form entry on weebly site

according to the document here (https://dev.weebly.com/pf_wh_webhooks.html) we can use webhooks to capture form entries. But as the first step we need to create a developer app which is not allowed anymore https://www.weebly.com/developer-admin/signup.

So as of now how do we do this?
