Taxes getting removed when adding item note or modifying item

We are using Square for Restaurants, and have Terminals and Square Stands (iPads). On our Square Terminals, when I input notes or modify an item in the cart, the state and city taxes get removed (untoggled). This is a big issue, and it didn't use to be like this. Obviously, if servers catch it, they can manually toggle the taxes.

Issue started happening around Sep 2.
Already did a factory reset on one of our Terminals, issue persists.
Software is up-to-date on all Terminals.
This does not happen on the iPads.
