Why can I not set a second location, the data does not save, Have been trying for more than a week.

I am a wholesale baker that has a front end store twice a week. I would like to separate the wholesale end from the retail store but cannot get the second location to "save". The EIN and bank data would be the same however the wholesalers do not pay sales tax but the retail sales are taxed.
