When Real Time Shipping Not Working Can Default Rate be applied PER ITEM?

I recently set up Real Time shipping with USPS. During the setup, I established a "Fall back" rate of $10.

For some reason, real time shipping wasn't working on my site last night and the fall back rate was applied. The problem is that the customer ordered 2 items which will cost about $18 to ship and now this issue is eating on our slim margin on this sale. I tried to recreate the same sale this morning and it did the same (defaulted to the same fall back rate).

I have a question and a suggestion:

1) Why wouldn't the real time shipping work? Is it just a glitch or is there an issue on my end that I can fix?

2) I would suggest that we add the option to make the fall back rate PER ITEM instead of a flat fee.

This option is available when I wasn't using real time shipping but flat rate shipping. But it isn't an option for the fall back rate. It would save us from losing money on online sales.

Thanks for taking the time to share! Do you have weights entered for the item? That would cause real time shipping to not return a rate if the items don’t have weights entered.
