Free Shipping Coupon Code issue with Shipping Rates setup

I currently have simple shipping rates set up like this in my online store:
Flat Rate $3.50 per order
Free Shipping $35 and up

I also set up a Coupon Code in the online store for certain people to use and get Free Shipping no matter what they spend. The problem is, how do I tie a shipping rate to this coupon code so that it only appears when using this code? I currently have the Free Shipping over $35 rate attached, but it doesn't appear when they have less in the cart. I tried adding a 3rd Shipping Rate of Free Shipping on all orders, but I don't want this option to show at checkout unless the Coupon Code is used. Any ideas?

HI, shipping rates can be very confusing.

To set up your shipping, it needs to be as follows:

$0.00 to $34.99 = $3.50 per order

$35.00 to $999.99 = Free Shipping

Then the system knows how to apply the correct rate.

Hello,

I am trying to set up a rule for FREE Shipping on items $35 and up and I do not have a RULE option to do so, per the screen shot given above.

I've been looking for hours. Please help.

@SassyT have you tried setting up a shipping profile/rate of the 'Free Shipping' type? This will allow you to define rules on which orders are eligible for free shipping
