Create Labels by Category Not Working

I am attempting to print labels for products that are assigned to a specific category. However, the Select by Category option within Create Labels does not appear to be working. After selecting my desired category, no items are populated, which forces me to look up each individual item rather than using the selected category.

Am I using the tool incorrectly or is there an issue?

This screenshot shows ADMIN_NEED_LABELS category with one item in it, which is the Tic Tac Donut Fleece Plush.

This screenshot shows the selection of the ADMIN_NEED_LABELS category with the Select by Category window when creating labels.

This screenshot shows that no items are added to the list to create labels, which forces me to manually enter each item name.

Can you confirm if you are creating these categories under Categories or Site Categories?

I create and manage all my categories through the Item Management -> Categories. I do not create or manage categories through Online -> Items -> Site Categories
