Product variations and modifiers are not being shown on products

I have recently set up a site for my fast-food restaurant. I have set up modifiers like - Add chips or sandwich filling selection. however, when I click on these items to add to the cart the modifications or variations do not show.

I have not set up payments yet - does this have an effect?

I have added modifiers to the relevant products so that is not the issue. They seem to be set up correct but do not show on the live site.

I am happy to investigate this further, to clarify when you are on your site and checking out the modifier options are not available? Can you provide your URL? Also, which items this is happening on?
