Setting up "Requisitions"

--New to square so some feature sets may not be known to me if I am missing something super obvious let me know. --

I am currently trying to setup a requisition style process to move inventory between an "HQ" and the sub stores. They need to be able to submit either a stock transfer or PO to the HQ without completing it when they submit it (ie employee at sub store 1 submits request to HQ but the inventory doesn't change until HQ employee 1 fulfills the requisition order). Stock levels need to be able to be monitored at each location so I can't make HQ the vendor and unless I am missing a step transfers happen as soon as they are submitted there is no 2 step process. Any further clarifying questions or answers would be amazing!

From Square here is How you do a Transfer from one location to another. I only have one location so I do not go through this just POs, which are usually in my accounting software.

Here is how to do a Transfer within Square : 8254-transfer-stock-between-locations-with-square-for-retail

Now you could setup a Draft PO in Square for Location 1, then Save this draft as a PDF which can be sent by Email to HQ. Then HQ sends products and creates the Transfer within Square. Or when Location gets Products it can receive the items as usual and Create the Transfer.

Maybe for Vendor name on the PO call the vendor Transfer.

I just tried to follow the Transfer of Stock article but because I only have one location I am not sure if I can actually see the Transfer Stock Tab under Actions in that step of the article.
