Can you exclude when people PAY with Gift Cards from accruing Loyalty?

I understand that when a customer PURCHASES a gift card, they do not accrue Loyalty Points. However, we are running into a couple issues. We do not want people spending money with a gift card to accrue Loyalty Points. One reason, for example, is because the gift cards are recycled from customer to customer, which will be a problem if a gift card is linked to someone's account.

Is there any way to turn this off?

We recycle gift cards as well and always add the customer to each transaction so that this isn't an issue.

Gift cards are just like cash. So they shouldn't earn reward points when they purchase a gift card because they're just exchanging cash for the equivalent of cash. But they should be able to earn their rewards points when they purchase with that gift card just as they would earn those reward points when they purchase with cash.
