Need clarification on pricing for text message marketing campaigns

It says I will charged $10 per month for up to 250 text messages.

What is unclear is whether this is measured by messages sent to individual subscribers or ALL subscribers.

For example, if I have 250 subscribers on my list, and I send them a text message, does that count as 250 individual messages or just one?

If individual messages, it seems very expensive to send 1 single message a month for $10.

Whereas, being able to send 250 messages a month to all my subscribers for $10 seems pretty good.

We have the same question. Is one text sent to 7000 people equal to one text, or is it equal to 7000 texts?
