Clients Can't Reschedule Appointments Booked with Multiple Staff

Is there a way to turn on where clients can reschedule appointments that have been booked with multiple staff? They can cancel or "book again" but can't reschedule. If a client books with just one staff member they can reschedule. I have looked through all of the settings and am hoping there is just one that I have missed to make this easy.
