Can multiple appointments be booked at once?

Hello, I am opening a small business in my hometown-- an indoor playground. The way it will be set up is operating hours of 8am-5pm. Each play session will be in 2 hour increments. For example from 9am-11am a maximum of 25 children will be able to book a play session. How can I set up my appts to allow customers to book up to 25 slots every two hours?

So far I have my hours set up separately 8-9, 9-11, 11-1, 1-3, 3-5.

so that way people can book up to 25 kids per two hours.

Issue #1: how can I limit 2 hour slots to 25 "appts" i.e kids, and also require name and info

Issue #2: do I have to set up staff members or can I just allow appts for the business itself??

Please help I am STRUGGLING!!!
