I don't think you can do that in the reports tab, but you could do it in the customers tab. Go to Dashboard/Customers/Directory. Then click on filters and select total spent. From there enter your custom amount, then click add filter and select Purchase Date, then change the weeks to months and put in 12 for the number. Click apply and you will see all your customers that have spent over 3000 the past year.
