auth code does not work to transfer domain from weebly to network solutions

I have tried 3 times to transfer my domain from weebly.

I have unlocked the weebly registrar lock and submitted the auth code by copying and pasting 3 days in a row and it keeps failing.
Per Network Solutions, it is still locked by weebly/square
why is my domain still locked?
