Why don't modifiers show up when booking an appointment online?

Why can't my clients book additional services when booking an appointment online? I have modifiers, but they're useless if a client can't book additional services. I'd like to have an option for add-ons so we can properly arrange for their service upon booking, instead of last minute having to add on services and scramble for time and resources.
