1. Is is possibile to set Pre-Order when an item is out of stock?

2. Is it possbile to set an item for pre-order all the time without forfillment time? Some of our items we offer is pre-order only and usually takes 2 weeks to arrive.

As you may know, Pre-Orders were announced fairly recently, and as you can tell the initial launch is a bit limited and aimed at particular needs. You can learn the current abilities of Pre-Orders here. If what you're looking for isn't there then this would be considered a feature request.

I just want the ability to sell below 0 so I can address a sale with a substitution and not lose a customer!

You can sell items below 0 as long as you don't track inventory/stock for the particular item @JTPets

I second this.

Other merchant sites offer this, but I need people to be able to order when it hits 0, so I can add their order to my next fulfillment one.
