Shipping Profile not working

I,ve added the shipping profile and flat rate of $10 but its not working and at the checkout keeps giving people free shipping. How can I fix this? as it was working prior to my lowering the shipping rate.

Sorry to hear about the trouble with your shipping rates. Would you be able to share a link to your site so I can take a look? When testing from your end, are you adding an address into the shipping section? It will not show the shipping rate until an address is added. Looking forward to hearing back from you!
