having trouble with shipping charging on square website

hello i believe i have set up my 2 shipping options correctly [both non-custom - one for within au, the other for o/s] in my square site, but when i do a test-buy, the checkout charges $0.00 for postage, despite the aforementioned 'rules'... any ideas? thanks to all!!!
