Why are some item categories not showing in the navigation menu

I am editing the Navigation menu for the header on my site. I add the category, it shows on the list on the left side of the editor under "navigation links", but it doesn't appear in the header menu. I can rearrange them, but certain categories do not appear in the preview or when published. Some appear, others don't.

They all appear on the left side store menu and function correctly.

I just can't figure out why they won't work in the header and footer navigation menus.

I contacted square support, they are sending it over to Weebly to see if they can resolve the issue.
